Sir, the home secretary’s speech on anti-sabotage (A Conspiracy to Defeat the Indians, Hansard, March 20, 1943) was written in the summer of 1943. “A conspiracy to defeat the Indians” seemed to me at the time a subtle hint that the Foreign Secretary would help those Indians who were in Great Britain by recognising Vichy’s validity. Sir Samuel Hoare has recently confessed to the author that when he was in the India Office in the autumn of 1940 he shared, in the course of a conversation, this belief that the Vichy Government was welcome in India. Hoare asked Sir John Anderson, first lord of the Admiralty, whether the British Government was prepared to recognise Vichy as legal authority in India. In reply, Anderson passed on the request to the Prime Minister who felt that it would be futile to argue with Vichy; further, he felt it would be wrong to recognise Vichy because it was “not an established government and could not be accepted into a league of nations”. In these circumstances the attitude of the British Government was “to try to prevent friction and do what we could to help, and to hope that the more intelligent Indians could see that Vichy was only following a policy of reaction and could be handled in the same way as, say, Hitler or Mussolini.” It was Anderson who wrote the speech in honour of the Indian leader Gandhi, to be delivered in Westminster Hall, and sent it to the India Office. Thus at the end of August 1943 Hoare and his superior were both certain that in honour of Gandhi's centenary Vichy could be used as a conduit of the new democracies in Asia, and thus the case against Hoare must be all the more serious.
